Thom, I know you don't want to do it, but the ONLY way to bid this is OH2 and qualify your bis as such, that you're assuming the top shelf is a CAP to signify to employees that storage can't exceed this 12' AFF mark. Cause you know most bidders will bid this OH2, and there's no indication (other than clues YOU know how to spot) that storage exceeds 12', and in the absence of a level playing field determined by the EOR (omigosh-there isn't one???) then I'd bid it OH2, qualify your bid, and wait for the Owner's Certificate to come back, not jive with your bid qualifications, and work up your COR.
If you ever want to work with this GC again, might want to make sure your qualifications are obvious, so they elect to add something, qualify their bid, or hope no storage exceeds 12'. But that is THEIR risk, not yours.
