I agree. I have had to design a system using dry valves in parallel to reduce the friction lost through the valves.

Back before there were 8" dry-pipe valves, we'd routinely tee to a pair and then bring em back together, usually with 8" but if this was a BIG system, then 10" wouldn't cause us to bat an eye. As for design criteria, would have been completely up to what was out there and what insurance carrier might have been involved, what AE firm, etc. And either everyone else seemed to know what they were doing on jobs of that nature, or I was still clueless and didn't know myself. But in general, FM or FIA/OIA/IRI or similar HPR carrier would know what to tell us to do.
