Couple of thoughts:

24 is mostly augmentation to the typical underground installation
standards applicable when the UG is private fire service main. 24 does
not apply to public installation but can.

We get hung up on listings because we use them all the time. Other
trades don't. Isn't pipe and fittings traditionally used in sprinkler
work exempt from requiring a listing per 13?

Galvanized pipe can be directly buried. Ductile can be directly
buried. Grooved couplings and fittings are ductile. Gas pipe has to be
black steel which cannot be directly buried so buried gas line has to
be coated to X mils (I forget exactly) and the joints and fittings
also. Presumably black ductile threaded fittings on gas line would not
need coating.
