Agree - If it looks like a house, a small office inside the house should
be considered as part of the house and nothing more.

Without going into another code, is the occupancy a residential
occupancy?
Does your community development plan allow for office in single family
homes? 

If you're not changing from and R to a B classification what is your
question. How many new homes don't have home office's? Just because this
one adds a waiting room, doesn't really increase the risk or occupancy.
I can't see a shrink with 3 or four nurses, a receptionist and 10 or 12
patients backed up. Heck we just did a group home for "Challenged"
clients with 13D as required by NFPA 101. You may have one or two
'challenged people there at one time but certainly not 10.

So two head 13D is ok in my opinion.


Now onto the Codes. IRC 419.5 

419.5 Fire Protection: the live/work unit shall be provided with a
monitored fire alarm system where required by Section 907.2.9 and an
automatic sprinkler system in accordance with Section 903.2.8

903.2.8 Group R.  An automatic sprinkler system installed in accordance
with Section 903.3 shall be provided throughout all buildings with Group
R fire area. 
(903.3 allows 13D)
903.3 Installation requirements. Automatic sprinkler systems shall be
designed and installed in accordance with Sections
903.3.1 through 903.3.7.
903.3.1.3 NFPA 13D sprinkler systems. Where allowed, automatic sprinkler
systems installed in one and two-family dwellings shall be installed
throughout in accordance with NFPA 13D.


907.2.9 Group R-2. Fire alarm and smoke alarms shall be installed in
Group
R-2 occupancies as required in Sections 907.2.9.1 and 907.9.2

I was just at an SFPE seminar in Norwood that went over changes for the
8th edition of the MA Code. There is a new section 419 that addresses
Live/Work situations, to which this would apply. Try going on to the web
site and see what they call for.
