I'd just list the issue as a Misc. Observation. Used to do that when I'd
notice things like crates stacked too close to ceilings or items being stored
in places they weren't intended to be stored. It's not a system deficiency but
it's noted.

I would say that unless you have an inspector that is totally ignorant on
13, 1, IBC or any applicable code or standard besides 25, some Lawyer will
say that YOU KNEW!!! Of the deficiency, and did not make any attempt to
report it either to the owner or the AHJ. "Therefore as a "Professional"
Inspector, you had a duty to notify either or both, and failing that you
accepted responsibility for that condition, and the subsequent damage the
fire caused to the owner property. If not your expertise, what was he paying
you for?"

As in life and our legal system the only protection from Hellacious
Insurance Vulnerability is a Complete OpeN Disclosure of Un-specified
Matters.

In theory, yes. In application no. Remember, 25 addresses SYSTEM components
only. And states.... it is assumed this thing was put in per code at the
time and things along those lines are outside this scope. Or words like
that.

>NFPA 1 Chapter 13 Fire Protection Systems Section 13.3.3.3 Inspection,
Testing and Maintenance... Where automatic sprinklers are installed,
ceilings necessary for the proper actuation of the fire protection device in
accordance with NFPA 13 shall be maintained.

I like this. Only problem I see is the "ceilings neccesary". I could read
that as the sole tile where the sprinkler is located. Which is what I see
most often. I have pics of some that are..,. well, I inspect quickly when
there. It would require rewording to "Ceiling Assemblies". Then refernced in
Chapter 2 of 25.
