The TJI's will force the 3000SF A/D application, however the original question was about the Soffit, which was asked without giving the width or depth or construction description other than combustible, which makes it difficult to know which rules will apply the only right answer is "Maybe".
Frame the soffit, below the directly attached sheet rock with Light gauge metal studs and it doesn't matter what size it is, because it is now a concealed Non-combustible space.
