The TJI's will force the 3000SF A/D application, however the original
question was about the Soffit, which was asked without giving the width or
depth or construction description other than combustible, which makes it
difficult to know which rules will apply the only right answer is "Maybe". 

Frame the soffit, below the directly attached sheet rock with Light gauge
metal studs and it doesn't matter what size it is, because it is now a
concealed Non-combustible space. We've found GC's more likely to do this
than to spend the extra to protect those soffits with sprinklers which don't
meet the exceptions.

I don't think that rule applies (be it what I call the plumbing wall
rule or the too small a space to put pipe in rule) when TJIs are
involved, only solid lumber qualifies. and as an aside TJI spaces must
be broken up with blocking of the same material for every 164 ft3 or
you have to sprinkle the bays.
