The architect was vague so the GC is not putting in ceilings nor is he running the walls up to the deck. I have been reading and rereading chapter 8 of 13 -2010 edition, and I cannot conclusively determine what we are required to do in this case. The description in 8.15.22.1 is not exactly correct so I can't see clearly... Does anybody have a cut and dry answer?
