It is not CLEAR, this section appears to refer to the "cloud" situation we
are often running into.

I am not trying to get out of something here, I am trying to document why we
have to do it. We have used the 15' rule in the past, but again, that is
truly intended for another situation, in my honest opinion. This section is
to avoid fusing heads in adjacent areas, not require additional
protection... as I read it.
