I believe that the ref: to exposed tops of stud relates to Formal
Interpretation 80-14, as illustrated in the 1999 handbook ref. to 5-13.1.1.

It's been a while but I too remembered something about the exposed tops of
studs or top plates exposed in concealed spaces. Just took me a while to
find it.
