Since the I Beams above will be exposed to heat rising past the panels, the 
only way to protect their integrity would be to provide protection below the 
concrete deck up high.
The engineer must have a lot higher confidence level in the ability of 
sprinklers to activate and control a fire than either  I - or the 13 TC- would 
have.
Here's where we revert to the Advise the Engineer in writing that you disagree 
and will install as directed, held harmless from the results of not installing 
sprinklers at the high roof. 
Perhaps the BCO or FCO could become you r best friend in setting the 
requirements as prescribed by 13?

We have an area with Architectural Panels (aluminum) hanging from the ceiling 
at 12'-0 above finish floor; the building is concrete deck on I-beam 
construction w/the top of steel at 17'-4. The panels vary in length and width - 
most of them are 3'-0 wide and less with length ranging from 8'-0 and less. 
There are two rows of them hung together with soffit going around the perimeter 
of the area; there is a 1'-0 space between them in all directions including 
between them and the soffit. The bottom of the soffit is even with the panels 
(12'-0 AFF) the architectural plan is saying it is 40% open. The engineer wants 
the pipe hung above the panels and has chrome pendent's coming down in the 1'-0 
spaces between the panels with the deflector just below the panel (approx. 
11'-11) and is saying uprights are not required.

 

Wouldn't uprights still be required above the panels? Wouldn't the pendent's 
need to be in the architectural panels, not in the 1'-0 open space between them?
