According to an informal interp generated because of a similar situation with ductwork the rule is a one inch separation between ducts less the four wide is sufficient to only require protection above. I wouldn't do it, And these are not ducts but I see no difference except in depth of the metal panels. Maybe a Committee member needs to look at this.
