NFPA does not require FDCs to be Listed, nor does NFPA stipulate WHO is an acceptable listing agency, the AHJ is the one who decides what agencies are or are not acceptable. If the states in question require a listed connection by ordinance or law that would be the only situation in which this would matter, which sounds to be the case in those states, but let's not confuse NFPA's requirements on the FDC issue.
