OK. The local Fire Marshal (local AHJ) has jurisdiction over his
municipality. The State Fire Marshal (state AHJ) has jurisdiction over
the state, which includes the municipality. One says yes, one says no.
Whose authority overrides? Since in CT, the local FMs can only enforce
the Code and not modify it, I would assume that the state would trump
the local.
