Ron,
I received one like that today myself
New policy for an AHJ:

#6 - An indicating control valve shall be provided on the riser for the combined domestic water and fire sprinklers if both domestic and fire are a single line

#18 - There shall be no other control valve to the sprinkler system other than the one provided by the water purveyor at the meter

Very difficult to conform to both policies

Funny. Did you point out that this was a life-safety system designed to
provide life-safety only protection in a structure built to and designed as
a typical stick-frame building with typical residential room contents and
furnishings, not standard strip mall construction with business layout and
furniture configurations? Why do these guys become smarter than the
experienced committee members as soon as the Wizard gives them a gold badge
or a basic engineering degree?

I got a call from a client who works in a state with no formal state code.
The local Fire Marshals pretty much make up what they want. A 24 hour
walk-in clinic is moving in to an unsprinklered shopping center. The FM
said that it needs to be sprinklered because it is open 24 hours but he is
only asking for a 13R system fed from the existing 2" service. He put it in
writing and I am in process of obtaining copies. 0.16 is looking pretty
good right now.
