What is the building code? Does the walk in clinic meet the definition of "Ambulatory Health Care Occupancy"? If not then a "Business Occupancy as per NFPA 101. In either case automatic fire sprinklers are not required by NFPA 101 or the IBC, unless the occupancy is considered as an "I" Use Group by the IBC, a "Clinic - Outpatient" is considered as a "B" Use Group per Section 304 Business Use Group.

Did you point out that this was a life-safety system designed to provide life-safety only protection in a structure built to and designed as a typical stick-frame building with typical residential room contents and furnishings, not standard strip mall construction with business layout and furniture configurations?
