Think of it on the same idea as a natatorium. You may not think it is necessary 
in normal use, but if the pool is drained and they store the gym mats there, it 
should have sprinklers. Similarly, the car wash being used as a car wash may 
not be an issue, but if they start using it to park cars temporarily or decide 
to store stuff there, then sprinklers would be necessary.
