Could you just replace the motors with a higher HP rated motor?

I don't think that is the case because the cisterns had been investigated with 
an underwater ROV before the decision was made to replace the pumps. That 
showed them relatively free of debris. (The screen was actually missing on one 
of the existing pumps.) In an extreme case, wouldn't that obstruction cause 
cavitation?
