Understood, the intent of 13R ... "4 stories or less". The framers of that 
standard understood what a four story building was. Now let's see how can I 
make this work for a five story building, well let's add 60 ft to grade and 
measure stories one story above grade simply because we put it on a one story 
1A structure with 13 sprinklers.  Anyway you slice it its a five story building 
and the 13 sprinklers need to be in the combustible attic, 5 1/2 stories above 
the ground. Fires don't read code books.
