Not sure about AZ, but in Ohio the smoke control zone and evac plans are
part of the architect's original structural submission to plan review. In
some cases, preliminary fire alarm device layout and sprinkler design
criteria plans are also included, pending submission of shop drawings from
the installing contractor. Final sprinkler and fire alarm system shop
drawings are submitted by the installing contractors. So the plan reviewer
has all of that information before we submit. But much of your post still
makes little sense. I-2 Occupancies are normally fully sprinklered and have
a full smoke detection fire alarm system. So assuming both systems remain
functional, how could they not work together.....?
