My understanding of this exception as you are explaining it is that it only 
applies when you are able to throw water both over and under the obstruction.

When this first was introduced, I think in the 2002 ed., everybody cheered and 
thought that we could ignore nonstructural obstructions, but it was pretty 
quickly addressed in webinars by AFSA and the *FSA that this wasn’t the case.  
At the time, I remember it being qualified that the intent wasn’t to “hide” 
sprinklers but to make it more flexible when the intent of over and under was 
meet.  You might be able to make the case with ceiling fan housing, but I know 
of several jurisdictions that won’t allow it.  You either meet the 3x rule or 
you add an additional sprinkler.

For a twist: Yes, you would follow 3x rule. However, it is likely light hazard 
with ceiling fan. So, since it is non-structural, do you have to follow it? 

 

I think prudent design is to be the 3x away with QR sprinklers. However, it 
could be ignored since it is non-structural. 

 

I typically see residential or ex cov sprinklers in these situations and that 
forces you to the 4x rule. Plus the allowance for non-structural is only for 
standard spray sprinklers.
