If I am understanding you are acting in the role of the fire sprinkler system 
inspector.

You can only inspect what was originally installed and accepted  at the time of 
CO.

Otherwise to advise we would need more details

Type of construction
Separations type and duration of floors
Percentage of openness to outside of the garage
Distance of this structure in regards to other adjacent structures.

Hello All,
I am a first time participant, so please bear with me. We have a new inspection 
customer in the State of NJ that has a fully sprinklered (6) story office 
building with a standpipe in the stair tower.  It sits on an underground 
parking garage that has no standpipe or sprinkler protection. Does anyone know 
if sprinklers and/or a standpipe are a Code requirement for this situation?
