Seems likely. SQLite has been part of the Windows SDK since Windows 10 Anniversary Update [1], some time around August 2016. I find it plausible that SQLite was in Windows 8 but not in Windows 7. By the way, the Sticky Notes App included with Windows 10 keeps its data in a SQLite database. Simon.
