Your command-line is simply outdated - you can download the newest from http://sqlite.org/download/ DB-Browser might have a newer version also, you can check their Github space. JAVA gets released when it does, not much you can do there. Latest version is 3.12.1 That said, I don't think the time difference is version-related.
