5db of correction indeed is quite subtle and 65db curve is almost flat,
try 12/60 or even 18/60 (always reducing total gain accordingly) and
find the point where correction is too much, then start decreasing dbs,
when it will start to sound good, reduce the reference and increase the
loudness gain and see what is better.

More than 24db of correction will introduce distortion, 18db is already
a huge correction.

i.e.

1. Manual Gain reduction: 21; Loudness gain: 18; Loudness reference: 60
-> Too loud, then:

2. Manual Gain reduction: 15; Loudness gain: 12; Loudness reference: 60
- seems ok, then:

3. Manual Gain reduction: 21; Loudness gain: 18; Loudness reference: 65
- is better than 2 ?

if Yes, try:

4.Manual Gain reduction: 15; Loudness gain: 12; Loudness reference: 65
and repeat.

if No, try:

5.Manual Gain reduction: 15; Loudness gain: 12; Loudness reference: 60 -
is better than 3 ?

if Yes, try:

6. Manual Gain reduction: 9; Loudness gain: 6; Loudness reference: 60 -
is better than 5 ?

if Yes, try:

7. Manual Gain reduction: 6; Loudness gain: 3; Loudness reference: 60.

That way, the perceived volume should be quite stable, to avoid the
impression than louder is better.

As a note, less than 3db of difference in gain is hardly audible, you
maybe want to use 6db steps and only at the end try 3db more or less for
a fine tuning.
