Badly configured plugins, out of date plugin, plugins trying to contact dead sites, conflicting plugins have all been known to affect LMS smooth running. The usual advice is get back to a clean standard LMS system - if system freezes are still there, then it is clear plugins are NOT the issue - otherwsie it can be said one or more of the plugins ARE the issue.
