Please enable debug logging for plugin.extensions and server.plugins (Settings/Advanced/Logging). Then try to install a plugin you haven't installed yet. Once this is done, provide your server.log.zip file (you can upload to https://www.dropbox.com/request/T3RctyzGgNg0oFDubq6a). BTW: don't try to install anything in that InstalledPlugins folder manually. It'll cause you grieve...
