Unlikely, I believe MS has recently published Minimum Hardware Requirement for Win11 and it is higher than Win10 . These minimum specs are always unrealistic but still they are being raised. The cynical are saying Win11 is a way to trigger a round of PC/laptop replacement - helps both PC manufacturers and also more one-off revenue for MS and more PR. I had an old 386 Win95 system and it was much quicker at startup and Word than my Win7 - however Win7 can do much more then Win95 such as image/video/audio processing which are impossible on a 386.
