I haven't tested that that is the case. But if it is, it seems to me to qualify as a bug. The PreventSystemStandby plugin docs strongly suggest that it is intended to stop standby when players are playing, not if they are all off. Perhaps the code could be changed so that the time is only updated if the player is actually active or changed in some way by the request.
