The WMA BBC streams work OK for me and they play each time. I only get 48kbps and IIRC from a different network route than UK listeners who should be getting the 128kbps streams from the same URLs. Over the summer BBC changed from two groups of URLs (UK & non-UK) to using the same URL and doing service selection (e.g. 48kbps / 128kbps) in their network. The most common cause of many of the symptoms is a network issue especially the 10% buffering means that the player has contacted the network station and has received some data from the station but flow of data has stalled. One the BBC app is loaded then SBS has the BBC WMA URLs stored internally and does not go near MySB except if the cached BBC WMA URLs have expired. SO your problem sounds like the WMA URLs have been retrieved from MySB but BBC (or a company which assists such as akamai) are slow in responding, ISP is traffic shaping or some other congestion. As a test when a BBC station is playing - save it as a Favorite. Then see if you get same problem when playing the Favorite.
