What it says is that out of your 96 MB of installed memory, you are using about 40 MB and the rest, is "resting" You have plenty of memory. An "old style" video card is just some special memory that is fast enough to allow the CPU to write to it, at the same time the display hardware is reading it to make an image on your monitor.
