Andrew, Yes it would be handy to do this from an admin utility. However there are reasons that it was not initially added or planned. For example when you use the shareiscsi property on a zfs file system the iqn is automatically generated and all inherited zfs based stores can be dynamically added with a new iqn's to which targets light up as added. Keep in mind this is an open source world and it costs you nothing use this great software product.
The ability to name the iqn from a user utility is currently available with the iscsit port provider service of COMSTAR and when it's ready for prime time it will most likely replace the current iscsitgt service.
