Actually the grant to Kinkaids was $2.5 million.  It's interesting that when
the numbers of dollars in question get smaller there is an inverse
relationship to the time spent discussing the issue.  I suspect this is
because we can all relate to thousands of dollars but the millions or
hundreds of millions of dollars is for someone else to deal with.
