Jim, that's just SICK. Where do these effing bastards get off? It's
clear that they won't do anything they don't have to, and so far Saint
Paul hasn't made them do anything.
Have you talked with planners in that other city to the West to find out
how they got what they did? I'd love to hear how hard it was (my guess:
they asked).
