I'll cut CVS some slack.

It's entirely possible that someone, perhaps on the Planning Commish, 
assured them that this was a slam dunk, and not to worry about it.  They 
may have been told that there'll be a little noise, but it's no big deal 
and it's the Planning Commish's job to get this through.

If they've done the right thing as close to Minneapolis, there's NO WAY 
they wouldn't do it in Saint Paul if asked to.  Maybe a bit forcefully, or 
maybe through a mind-numbing bureacratic series of hoops.  But it's clear 
they'll do it.

So it's probably not their fault this is such a disaster.

My question is:  Whose fault is it?  

It may or may not be important.  But if we want to prevent these kinds of 
things in the future, and I'm right, it would be nice to know who the 
idiot is.
