I got the following memo from a member of the Minneapolis Planning
Commission on what CVS agreed to do there. It probably did not hurt in this
case that Councilmember McDonald lives next to one of the sites.

On 4/8/04 the Minneapolis Planning Commission addressed the applications
> made on behalf of CVS Pharmacy, to construct a pharmacy and
> retail outlet at
> University Ave. SE and 10th St. SE, by approving a rezoning from R5 to
C2;
> by approving a conditional use permit authorizing 24-hour operation with
a
> drive through; and, by approving a site plan that brings the
> building out to
> University Avenue, including peripheral landscaping, a landscaped parking
> lot including landscaped islands with trees in the parking lot.

> developers worked with Marcy Holmes Neighborhood Association and City
> Planning Division staff for many months in order to get the
> project that was
> finally approved. Initial plans called for placement of the
> building on the
> back of the lot with a huge parking lot facing University. The

> vacant for approximately a decade.
