Most cities have turned away from the notion of private/members only clubs because the operations have tended to be by-in-large frauds. Membership fees are extremely low and anyone can sign up at the door, which has in fact made them public facilities. So, unless the notion of the club is for you and me to sit around in our barco lounges and debate the fine points of political hard ball, smoking our heaters and pouring down tap water, I'd guess it isn't going to be much of a success.
