Require places that want to allow smoking to comply with standards for air quality. You need to have a certain number of complete air changes per hour or minute or what ever.
Even coffeeshops are required when apply for a permit to do business are required to explain how they are going to comply with the Minnesota Indoor Air Act.
Well how about the City of St Paul Indoor (and outdoor) Clean Air Act... we could get rid of smokers and places like GSE at the same time (you just knew I was tie it to GSE you just didn't know when did you? :-) )
