Setting standards for actual pollution would be best, of course, but it 
may be hard to enforce.  If the testing is simple, I would certainly back 
this as a first step.

Another way would be to regulate airflow, such as 10 cubic feet of air 
ventilation for every square foot of floorspace in the smoking section.  
That's an easily enforced regulation.

But I am curious, mostly, as to what the options are -- starting with 
current regulations and how they are structured.  More than proposing 
anything, I'm curious as to what's there and where it can go. 

Plus, my moderate instincts (and queasiness at banning stuff) has me 
wondering if there's a good compromise ...
