We almost do that here.
We assign money to a student based on all those factors, and have for years. It's called the "Funding Formula". The problem is that this money doesn't actually follow the student. In exasperation, the legislature required districts to report how the money matches the students -- but these reports are really buried at the Department and I haven't been able to find one in years. So we're almost there, but not quite. We just need to have the money follow the student, wherever they go.
