In the interest of getting community news out - here is an update from 
District 2 - the neighborhoods of Hazel Park, Beaver Lake, Hillcrest, Hayden 
Heights, Prosperity Park, Frost Lake, Parkway Greenbrier, East Phalen and Phalen 
Village.

National Night Out - August 3

National Night Out is a nation wide event to bring neighbors together, 
sending a message to criminals that the neighborhoods are organized, and fighting 
back.  National Night Out is designed to heighten crime and drug prevention 
awareness, generate support for and participation in local anticrime programs, and 
to strengthen police and community partnerships.

This year District 2 will cosponsor four larger gathering sites: Hazel Park 
Recreational Center, 945 North Hazel Street; Boys & Girls Club of the Twin 
Cities, 1620 Ames Avenue; Prosperity Heights Elementary School 1305 Prosperity 
Avenue; and Prosperity Recreational Center, 1371 Kennard Street.  

Last year we had many neighbors holding events in their yards and driveways. 
It was wonderful to see so many people coming together to celebrate!  Please 
let us know if you are having an event, and we can assist you in getting the 
word out to your neighbors. 

East Side School Supply Drive

As part of the National Night Out celebrations, the District 2 Community 
Council will collect "Back to School" supplies for Eastside public schools at each 
of our neighborhood events. We are looking for your contribution of crayons, 
notebooks, pens and pencils, notebook fillers, and other popular school 
supplies to be allocated to needy Eastside school children. Contributors can bring 
school supplies to their neighborhood National Night Out celebration, or during 
the entire month of August can leave them at several drop location in the 
neighborhood, including:

+ District 2 Community Council offices, 1961 Sherwood Avenue (Epworth Church)

+ North East Neighborhoods Development Corporation (basement American Bank 
building, NE corner of Prosperity & Maryland Avenues)

+ Hayden Heights Branch Library, White Bear & Arlington Avenues

+ Bizzy's Ice House Deli, NE corner of White Bear Avenue & Sherwood

+ Neuenfeldt & Company Barber Stylists, Ames Place & White Bear Avenue

+ HomeVestors real estate office, 1200 Forest (SE corner of Maryland & 
Forest)  

The owners will match all contributions left at the HomeVestors office!

Pilfered Puppet Replacements 

Many residents read in the East Side Review about the recent theft of the 
entire hand puppet collection from the Hayden Heights Branch Library on White 
Bear Avenue.  District 2 Community Council has taken steps to replace the 
collection.

For many years' neighborhood children and students from area schools have 
enjoyed the puppet shows and the story hours at our library. Many of the missing 
puppets had been at the library for over 40 years! District 2 knows that 
events like these form an important part of our sense of community and provide both 
adults and children alike with pleasure and enjoyment.

If you would like to contribute to the puppet replacement fund, your 
neighborhood would be grateful. If you have puppets that you want to contribute please 
call our office at 651-774-2220 and we will make appropriate arrangements.

District 2 Cleanup date set - October 23

The District 2 Annual Fall Cleanup will be on Saturday in October the 23rd.  
The Cleanup will once again be held at Aldrich Arena.  Ramsey County allows 
District 2 to use the Arena parking lot for free on an open date.  

District 2 Board Endorses New Funding Formula

At the June 16, 2004, Board Meeting the District 2 Board voted to support the 
recommendations of the City Council task force reviewing the funding of the 
District Council system.  District 2 has been advocating the review of the 
system for the last two years.  For the past thirty years the Districts in the 
Ward 5 and 6 (Districts 2, 5 and 6/East Side, North End) neighborhoods have 
received less than half of the funding of the Districts in the Ward 2 and 4 (Como, 
Saint Anthony, Downtown) neighborhoods.  Though the proposal does not make the 
funding even, it is a significant improvement.  

New Location for Sackett Memorial

District 2 is supporting the relocation of the Sackett Memorial to a more 
prominent location at Sackett Park.  District 2 is supporting the efforts of the 
Boys & Girls Club of the Twin Cities, 1620 Ames Avenue, to relocate the 
memorial on the grounds to increase visibility and reduce vandalism.  

Housing Updates

"Phalen Crossing" ground breaking June 24, this is the new housing being 
built on the site of the old Phalen Shopping Center.  Three hundred housing units 
are planned in condominiums and townhouses located on both sides of Ames Lake

"Hazel Park Heights" North East Neighborhoods Development Corporation is 
starting pre-sales for 27 condominiums to be built on the old "Lou's Market" site 
on the corner of White Bear and Maryland.  

Next District 2 Board Meeting

The next District 2 Community Council Board Meeting will be on Wednesday, 
July 21, 2004 at 7:00 PM.  Board Meetings are held at Epworth United Methodist 
Church, 1961 Sherwood Avenue (corner of Sherwood and Furness).  Topics for next 
month's meeting include preliminary discussions for updating the District 2 
Plan, and finalizing responsibilities for National Night Out.  Neighborhood 
issues and concerns can always be added to the agenda.  Call Chuck at the District 
2 office if you want an issue placed on the agenda 651-774-2220, all meetings 
are open to the public.
