I have been on "volunteer" Boards for at least the last 15 years. Responsible for the safety and well being of a LOT of people. There is no way I would have considered giving away that responsibility or making a rule to say that's not my job. That's one of the reason's I signed up for the job. To make sure people could learn and thrive in a safe and healthy environment.
If a Board is having a problem such as you described, they sit down and figure out a policy on how to deal with it in the future. So they are consistent. They look at how other organizations have dealt with similar problems and what policies they have drawn up to deal with them. But they don't tell the people they are responsible for "tough luck". We don't care if you are threatened by bullies and no longer post in this forum because of it. You really think what I say is going to make any difference Tim? Ha! I don't think so. Sounds to me like the "volunteers" don't want to be responsible for what they volunteered for. Happens a lot nowadays. In organizations a lot bigger than e-democracy. Like I said, your rules are GREAT for what you want to accomplish. And my opinion is still the same. They are ridiculous.
