Two developments in Smoking Ban discussion. My understanding is that 
(see articles below):

1) The city council has modified the "compromise" resolution to 
restrict smoking in all bars and restaurants, UNLESS they make more 
than 70% of their sales from alcohol (this was 50%). If I understand 
correctly, smoking would be banned in all establishments that have 
entertainment licenses.

I believe - that the FULL BAN on all bars and restaurants is also 
still on the table.

2) Ramsey County is moving full-steam ahead with a proposal that 
would ban smoking in restaurants, but not bars, county-wide. The 
Ramsey County proposal would use the 50% threshold to determine how 
much alcohol sales defines a "bar."

Does this sound correct?

exempted businesses from a smoking ban if more than 50 percent of 
their after-tax sales came from alcohol. The change approved Tuesday 
would raise the threshold for exemption to 70 percent of after-tax 
sales."
