Here are some updates from todays paper.
1) Apparently, the St. Paul City Council is having another public hearing today on the most recent versions of the ordinance. Today - 5:30 p.m. in the third-floor council chambers at City Hall, 15 W. Kellogg Blvd.
2) In terms of a regional approach to a smoking ban, it appears that Dakota County prefers a statewide solution (see below).

Smoking bans debated today http://www.twincities.com/mld/twincities/news/local/9486091.htm
"Supporters and opponents of a smoking ban in St. Paul bars and restaurants square off again today during a public hearing before the City Council.
They'll also debate the merits of a rival proposal that would ban smoking in restaurants but allow it in stand-alone taverns and in the bar areas of some restaurants."
"Voting on the ordinances won't happen until Sept. 1 at the earliest."

Board quells talk of ban http://www.twincities.com/mld/twincities/news/local/9486092.htm Vote affirms state should lead on smoking issue
"Smoking bans in Minneapolis and Bloomington couldn't ignite support for a similar measure in Dakota County.
On a 5-2 vote, Dakota County commissioners dropped talk of a smoking ban Tuesday before even delving into specifics of possible restrictions. Most commissioners said market forces, not government mandates, should clear the air in restaurants."
