Yup.  You got it.  There are still two ordinances on the table in Saint Paul, a clean 
ordinance which bans all smoking in bars and restaurants.
The Bostrom ordinance was amended to require 70% alcohol sales to allow smoking.  The 
county ordinance says if 50% sales are alcohol they  can
allow smoking.  What no one seems to be saying is that at 50% some suburban 
communities would have a total ban and some would not.  So, while the
commissioners give lip service to wanting a level playing field, they are 
enthusiastically creating a playing field where no food/beverage
establishment in Roseville could allow smoking, facilities in Maplewood and Little 
Canada would allow smoking.  Commissioner Haigh kept trying to
explain these kinds of issues and repeatedly asked for more information before being 
asked to vote, but Bennett and McDonough said they did not
need that kind of information before they voted.
