Privatization is an issue that was pushed in Norm Coleman's second term as
Mayor.  It was pushed by Coleman and his administration along with the Saint
Paul Chamber of Commerce.  It went through extensive task force studies,
public hearings and ultimately failed to pass.  Considering the City Council
generally favored the Mayor, there were good reasons it failed.
The proposed privatization of services was based on the City of
Indianapolis's experience...according to Coleman and the Chamber.  I was the
Chairperson of CityCare at the time.  We held a forum attended by a couple
hundred citizens including city officials and union members.  We brought in
the Deputy Mayor (whose name I can't now remember), from Indianapolis.  He
structured the system  Coleman touted as the answer.  What was interesting
was that he acknowledged the pitfalls with pure privatization and in fact
insisted that the unions be at the table when Indianapolis created their
system. AFSME members here agreed with this process and supported his
system.  Coleman and the Chamber ultimately did not and it failed at the
City Council.
