I don't believe the reason privatization failed in Saint Paul was simple as equal pay and benefits. Someone at Trades and Labor Association or at AFSME could give the details. I do remember the risks of liquidating assets and leaving the City at the mercy of the private sector was a problem. This has happened in other cities. Phoenix comes to mind. Pure capitalism tends ton create monopolies to the detriment of the consumer.
