If I remember correctly, the union demanded that any private companies that were awarded contracts for taking over city services had to have the same or similar pay and benefit package that the unions have, which of course, removes any cost savings incentive to proceed. Given the overly generous, taxpayer funded union pay and benefits, any private concern that matched that would be out of business shortly thereafter.
