I know for a fact that this is the case, that the group sponsoring these billboards is trying to spur discussion and then, in two weeks time, the message is going to change to a pro-vote one. I still don't like the campaign, but the intention is indeed a progressive, Get-Out-The-Vote one.
A friend is forwarding information to me about the organization putting up the billboards. I'll send it on when I receive it.
