Someone reminded me (privately) about citizen involvement in the Capital Improvement Budgeting (CIB) process. I wonder how EFFECTIVE that process is at getting citizen involvement?

From reading the web site, I see that representatives from each of the 17 district councils are involved in ranking CIB projects and forwarding recommendations to the mayor. I suppose, I've seen this info before (and forgotten it).

How closely does the mayor/city council follow citizen recommendations?

To those who follow this process, is it a good process? Are citizens priorities really getting addressed?

Is this process really representative of the citizens of St. Paul?

Also, I wonder how many citizens of St. Paul are even aware of this process. I follow St. Paul Issues pretty closely and I couldn't describe this process to my colleagues this afternoon (although, I suppose I did have the info, somewhere deep in the back of my head).

Is the CIB process enough?

I appreciate additional info/feedback.

This year is the Capitol Improvement budgeting process in Saint Paul. Task
Forces of Citizens will be formed from the district councils to submit and
evaluate projects in three Capitol Budget areas:

1 - Streets & Utilities
2 - Community Facilities
3 - Residential & Economic Development
