Jen Armstrong is correct that the current version of site councils with particular roles and in all schools dates to the late 1990s, but these are the structured institutionalization of a movement that began with various site-based initiatives at a number of schools nearly 20 years ago. It has morphed countless times, and continues to evolve to best meet the needs of students in St. Paul.
